Step-by-step
Heat 1 tbsp oil in a skillet. Brown beef 4 minutes. Add onion, cook 4 more.
Stir in garlic, ginger, chili, and all spices. Cook 1 minute.
Add peas. Cook 2 minutes. Off heat. Stir in cilantro and salt. Cool completely.
Cut each pastry sheet in half lengthwise (rectangle).
Fold the bottom corner over to form a cone. Hold the cone open.
Fill cone with 1.5 tbsp filling. Brush remaining strip with flour paste, fold to seal into a triangle.
Heat oil to 325°F (lower than usual. high heat burns samosas). Fry in batches 4 minutes per side until deep golden.

Drain on paper towels. Serve hot with tamarind or mint chutney.
Cook's tip
Lower frying temperature (325°F not 350°F) gives even golden color without burning. Seal samosas tightly or filling leaks.
Storage
Best eaten fresh. Reheat in 375°F oven 8 minutes.
Freezer: Freeze unfried. Fry from frozen, add 2 minutes per side.
